Let the games begin!
The Windows Insider Program site is now live, and once you click Get Started to join the Windows Insider Program you will also be able to download and install the Windows 10 Technical Preview.
Microsoft explained that Windows 10 is not expected to be launched officially until late 2015, but you can get an early look at the new OS, and have some input and influence on the final product by participating in the Technical Preview and Windows Insider Program.
Keep in mind that this is a pre-release beta version of the operating system. There will be bugs and issues. Instead of complaining, though, your job is to report them so that developers at Microsoft can address the issues and work out the kinks before Windows 10 is offered to the general public.
The Terms of Use and Privacy Statement clearly explains what you’re getting yourself into:

The experimental and early prerelease software and services might not be fully tested.

You might experience crashes, security vulnerabilities, data loss, or damage to your device.

Your detailed usage and device data will automatically go to Microsoft and our partners to improve our products and services. See the Privacy Statement for more information.

You will receive communications about the program and related promotions. Once you’ve joined the program, to stop receiving such communications you must leave the program.
